David is a recognized expert in travel demand forecasting, economics and pricing and revenue management, with a key focus on toll facilities.

David has managed and led many traffic and revenue studies and is a trusted advisor to public and private sector clients alike. His most recent projects include a focus on bridges, managed lanes, P3 toll roads and seasonal toll facilities. Prior to joining Steer, David worked for Charles River Associates, Northwest Airlines, the Intelligent Transportation Systems Laboratory at MIT, and Parsons Brinckerhoff. This diverse background provides David with a broad understanding of transportation projects and the essential elements required for their success.

Funding for a parallel tunnel at Chesapeake

The Chesapeake Bay Bridge-Tunnel is a 23-mile long toll facility that spans the mouth of the Chesapeake Bay in Virginia, connecting the Delmarva Peninsula and the Hampton Roads area. Plans to expand the bridge-tunnel are currently underway in an effort to improve levels of service, safety and capacity for all travelers.
