Profile

Valentina is a civil engineer specialising in roads and transport, with a strong track record in consultancy and the leadership of strategic projects across Colombia and Latin America.

At Steer, she has established herself as a key figure in the development and leadership of multidisciplinary projects. Her experience includes demand forecasting, urban planning, investment project structuring methodologies, transport policy formulation, and transport planning, including master mobility plans for cities in Colombia and Latin America. Through this, she has gained a comprehensive understanding of how transport schemes can be direct instruments for promoting development in cities and regions.

Valentina has participated in and led demand estimation projects for fourth and fifth-generation road infrastructure in Colombia and has directed initiatives funded by governments, private companies, and multilateral organisations, based on solid traffic and revenue projections.

In addition, she has played a key role in leading projects to implement tools for structuring investment projects in Peru and Colombia. She has also analysed entities and projects across various sectors to improve and strengthen the processes involved in PPP (Public-Private Partnership) projects. Her versatility and commitment have been essential in driving the development of transport across the region.
