Victoria leads Steer’s development planning practice, focusing on delivering high-quality transport solutions for complex and high-profile development projects. She provides strategic, timely, and evidence-based advice, prepares key transport documentation, and oversees multi-disciplinary teams to ensure seamless and successful project delivery.

Her expertise includes sustainable transport planning, comprehensive assessments, strategic planning, inclusive design, and new mobility initiatives. Victoria coordinates with stakeholders, negotiates with authorities, and aligns solutions with clients' objectives and regulations.

Throughout her career, Victoria has worked across various industries, including commercial, residential, retail, and education sectors. She has played a pivotal role in significant planning applications for clients such as the Canary Wharf Group and University of Warwick, earning a reputation as a trusted advisor. Her notable achievements include securing planning permission for large mixed-use developments at Canary Wharf and Warwick University Masterplan 2033.

One of her key projects includes the Northwick Park masterplan redevelopment, where she successfully managed a complex multi-layered project that involved significant changes to road layouts and the creation of 1,650 new homes and new university facilities. Another noteworthy project is the Stansted Airport expansion, where she led the transport assessment and stakeholder engagement efforts, ultimately securing planning approval after a rigorous public inquiry.
