Transforming Urban Mobility in West Hollywood: GoWeHo TMO in Action

In a city known for its creativity and energy, keeping people moving efficiently and sustainably is essential. That’s how the City of West Hollywood’s GoWeHo Transportation Management Organization (TMO) Program came to be, a program focused on reducing congestion, improving air quality, and making sustainable travel easier for everyone. Steer was selected to develop, lead and manage the program, bringing transportation expertise and hands-on support to help meet the City’s ambitious goals.

The GoWeHo TMO Program helps implement the City’s Transportation Demand Management (TDM) Ordinance, connecting developers, employers, and the public with the tools and guidance needed to reduce reliance on single-occupancy vehicles. GoWeHo TMO Program also plays a key role in educating residents and workers about their sustainable travel options. Whether commuting or getting around town, the program supports alternatives that make West Hollywood more connected, accessible, and climate conscious.

As the go-to transportation resource for developers, employers, residents and employees, the TMO has developed the following resources:

  • TDM Plan Template to assist developers comply with the TDM Ordinance.
  • TDM Strategies Menu designed to help developers and employers identify which strategies would be most effective at their sites, including infrastructure and programmatic strategies.
  • Transportation Resources to inform residents and employees about their travel options throughout the city.

These services help ensure sustainable travel is not only encouraged, but achievable. As the TMO continues to engage with developers, employers, residents, and employees, additional resources and services may be added. For example, the TMO is currently developing transit and bike maps to help travellers understand their travel options. 

The GoWeHo TMO team is also working to integrate the program with the West Hollywood Green Business Program, helping businesses meet multiple sustainability requirements more easily.

With deep experience in transportation demand management and public engagement, Steer was chosen to deliver the GoWeHo TMO on behalf of the City of West Hollywood. The team continues to shape and evolve the program to meet community needs while advancing the City’s broader mobility goals.
