Steer Supports Launch of Anti-Harassment Protocol for Public Transport in the State of Mexico

On May 28, the State of Mexico officially launched the Action Protocol for Addressing Cases of Sexual Harassment on Public Transport. Developed by the Government of the State of Mexico through the Secretariat for Women and the Secretariat for Mobility, the protocol was created in collaboration with the German Development Cooperation (GIZ) in Mexico.

The new protocol forms part of the contract “Technical Support for Developing Gender-Inclusive and Transformative Mobility Products.” Under this initiative, Steer consultants Carolina Toro, Diana Barrera, and Silvia Mejía contributed to the design and development of key components, including:

  • A quantitative assessment based on a survey of 350 adults and 35 adolescents using Line 1 of the Mexibús.
  • A preliminary response procedure tailored to high-capacity public transport, with specific guidance for supporting minors.
  • A communication strategy to accompany and support the protocol’s implementation.
  • Training sessions for 70 operational and administrative staff who will be responsible for enforcing the protocol.

Key insights from Steer’s research revealed that 63% of adolescent users and 47% of adult users on Line 1 of the Mexibús have experienced sexual harassment. This sense of insecurity significantly discourages public transport use, limiting access to economic and social opportunities, especially for women and girls.

Thanks to Steer’s technical support, the State of Mexico now has a robust, actionable protocol designed to increase safety and build trust in the public transport system.
