Boston, MA – Steer is pleased to announce that Matthew Ciborowski, AICP, has joined Steer as Vice President, East Coast. Based in Boston, Matthew will lead strategic advancement across the US East Coast with a focus on public sector business development, while contributing his expertise to significant transit and planning projects across Steer’s portfolio.
With over 15 years of experience in both public and private sectors, Matthew has worked on transformative transportation initiatives including major rail projects, statewide strategic plans, and technology upgrades through innovative public-private partnerships. He brings deep expertise in planning analytics, service planning, economic development, environmental review, and engineering integration. Matthew has managed multi-million-dollar planning studies and P3 projects, many of which have moved into successful construction and implementation phases.
Before joining Steer, Matthew held leadership roles at the Massachusetts Department of Transportation (MassDOT) and the Massachusetts Bay Transportation Authority (MBTA), where he oversaw projects such as the Green Line Extension, South Station Expansion, and modernization of fare collection systems. In consulting, he has led high-profile assignments including the Massachusetts’ Priority Climate Action Plan, and the Vermont State Rail Plan, and contributed to major efforts such as the Bay Area’s Link21 program and MBTA’s Bus Network Redesign. His work is recognized for blending technical precision with political and operational realities, ensuring client objectives are met with measurable impact.
Matthew was also selected for Mass Transit’s 2025 40 Under 40 list, which highlights 40 individuals for their innovation, leadership, and commitment to making a meaningful impact in transit.
In his new role, Matthew will focus on developing new areas of work, expanding into fresh geographies, and building relationships with new clients, while also supporting ongoing projects that enhance transportation systems for communities.
