With over 25 years of experience in the transport sector, Liliana leads Steer’s private sector growth in the U.S. and Canada. She has delivered over 60 projects across diverse modes — including rail, transit, toll roads, airports, and ports — providing strategic advisory services throughout the project lifecycle. Her expertise spans P3s, demand and revenue forecasting, due diligence, and ESG strategies. Recognized with the 2020 Amazon Everywoman in Transport & Logistics Award, Liliana brings a multidisciplinary perspective shaped by leadership roles in government, private sector, and academia.

Ian SampleIan Sample, Associate Director
Ian specializes in transportation business strategy and financial analysis. With deep expertise in aviation and parking, he supports clients with revenue forecasting, commercial planning, and technical due diligence on airport operations. Ian has worked on projects ranging from private developments to large-scale capital programs, including terminals and ground transportation centers. He regularly collaborates with airport managers, financial advisors, and private stakeholders to develop sound, data-driven business cases.

Adam ZalmaAdam Zalma, Associate
Adam brings over 20 years of experience across transportation planning, policy, finance, and infrastructure development. His work bridges strategy and implementation, having advised state DOTs on transportation finance and supported public-private partnership planning. At Steer, Adam leads business and financial analysis for clients across North America, including advancing major transit initiatives such as Boston’s MBTA Rail Vision. His background spans government, consulting, and operations — with a focus on helping agencies turn big ideas into actionable plans.
