Michael Snavely, Associate Director

Michael leads public sector business development for Steer in North America, bringing over 20 years of experience in transportation policy, planning, and analysis. He specializes in transit and rail strategy, multimodal planning, and strategic visioning, with a strong focus on delivering actionable, equity-centered solutions. At Steer, Michael manages large-scale regional and statewide initiatives that integrate stakeholder engagement with rigorous technical analysis. His clients include Caltrans, LA Metro, BART, SANDAG, SCAG, and numerous city and regional agencies across the U.S. Known for translating complex data into clear, strategic insights, Michael has helped shape major initiatives such as LA Metro’s Measure M and SACOG’s Mobility Zones program.

Parama Ghosh Roy, Principal Consultant

Parama is a Transportation Demand Management (TDM) Specialist with deep expertise in sustainable commuting solutions. She serves as Executive Director of Santa Monica TMO and Go Glendale, where she has worked with over 100 employers to promote sustainable transportation and ensure compliance with local TDM policies. Parama has led regional and local strategies for agencies like the City of Los Angeles, Seattle DOT, and OCTA, and has partnered with global employers to design commuter benefits programs.
