Award-winning project: Steer and SANDAG recognized for advancing sustainable mobility in San Diego

Steer is celebrating an award-winning project: SANDAG’s Sustainable Transportation Services (STS) Program.

Steer is celebrating an award-winning project: SANDAG’s Sustainable Transportation Services (STS) Program, supported by the Steer San Diego team, has received the 2025 TDM Excellence Award in the Metropolitan Planning Organization (MPO) category from the Association for Commuter Transportation (ACT).

The award was presented at ACT’s TDM Forum in Portland, Oregon in October, where Geoff England, Vice President, North America Planning, accepted the award on behalf of SANDAG. The recognition highlights SANDAG’s leadership and innovation in advancing sustainable mobility across the San Diego region through its comprehensive, community-driven approach to Transportation Demand Management (TDM).

Since 2014, Steer has supported SANDAG in delivering the employer outreach and engagement components of the STS program, with the goal of building a dynamic and adaptable TDM framework that encourages behavior change, reduces single-occupancy vehicle trips, and promotes cleaner, more efficient commuting choices.

ACT commended the program’s inclusivity and impact, reaching beyond workplaces to engage schools, community organizations, developers, and military installations. Notable outcomes include:

  • Steer has supported SANDAG’s work with over 650 employers, currently representing over 440,000 commuters, achieving trip reduction rates six times faster than the regional average.
  • Expansion of Try Transit initiatives to underserved communities, including partnerships with local organizations such as the Bayside Community Center.
  • The Diamond Awards program, celebrating over 135 employers in 2025 for leadership in sustainable commuting.
  • School-based commuter programs, bike education, and family-friendly campaigns that foster long-term mode-shift habits across generations.

This recognition highlights Steer’s continued support in designing and delivering TDM programs that create measurable environmental, social, and economic benefits across regions.
