Steer is pleased to announce that Kay Cheng has joined the firm as Associate Vice President in Transportation Planning. Based in San Francisco, Kay brings over 15 years of experience in transportation and urban planning, with deep expertise in emerging mobility, public space design, and complete streets.
Throughout her career, Kay has led multimodal and equity-focused initiatives that advance safe, accessible, and sustainable transportation systems. She previously held leadership roles at the City of San Francisco, Spin, Lyft, and WSP, where she managed complex planning and mobility projects across the U.S. and internationally. Her work includes developing complete streets studies, advancing Vision Zero and active transportation strategies, and integrating equity and safety considerations into micromobility programs.

Originally from the Bay Area, Kay holds a master’s in urban planning from Columbia University and a bachelor’s in urban studies from the University of California, Riverside.
